From Control to Governance
Rethinking the U.S. - Mexico Border

Public debates often portray the U.S.-Mexico border as a problem of control. This lecture argues that it is more productively understood as a challenge of governance. Drawing on ongoing research, it examines how institutions, policies, and actors interact in a complex border environment where competing objectives frequently undermine coherent administra tion. The presentation reflects on what the border can teach us about state capacity, legiti macy, and governance in contemporary societies, while inviting comparisons with Europe an border regions.
María Verónica Elías, PhD, is an associate professor at the University of Texas at San Antonio. Her research fields include public administration with a focus on migration policy and the U.S.-Mexico border regime. She is currently conducting research at RPTU Kaiserslautern as part of a UniGR-CBS Fellowship.
