“Quality of professional bat expert reports during the planning of wind energy plants“

To consider the protection of bats during the planning process of wind turbines, site specific bat-expert reports have to be delivered. For that purpose, several federal states have published methodical guidelines to guarantee a high quality of these reports. However, it is not known if these guidelines are widely applied and if they in fact improve the quality of the respective reports. Also other effects on the reports’ quality, such as the federal states, the constituents and the planning agencies are unknown. We namely test available expert reports for

  • the quality of bat- expert reports with respect to the fulfilment of methodological standards; 
  • the implementation of the bat records in the evaluation of potential conflicts and the recommendations which are expressed in the context of the licensing procedure.
