Globalisation of R&D: Policy issues, measurement needs and indicator development
The purpose of this workshop was to discuss the measurement needs and possibilities arising from the increasing attention paid to issues related to globalisation of R&D in the context of the challenges facing globally integrated knowledge economies.
The workshop was divided into two parts. One part was devoted to policy issues and measurement needs. The second was devoted to a discussion of possible indicator development in the context of new policy needs. The workshop has taken place on March 2 and 3, 2006 at Statistics Finland, Työpajankatu 13 in Helsinki, Finland.

Which are the scenarios for the knowledge economy in the more and more globalised world? Which are the policy issues in connection with globalisation of R&D? Which policy actions may be needed in the future on the international and national level? Which are the current and probably new information needs arising from these? Day 2: Friday 3 March 2006:
09.00-10.30 Session 2: Collecting data on R&D globalisation: Some country experiences, international developments
Chair: Mikael Åkerblom, Statistics Finland
Results of field testing a small questionnaire with some information on outward R&D in some 20 companies is presented as well as the results of matching the EU R&D Scoreboard with returns to the R&D survey will be presented by Statistics Finland. Several countries have been invited to present their experience with regard of collecting data on inward and outward R&D including experience from a field test or matching exercise similar to that Statistics Finland undertakes. The current and probable future work in the field will be reviewed by the OECD Secretariat and Eurostat. Finally the conclusions from the workshop will be discussed at the end.
