The Kaiser and the Colonies. Monarchy in the Age of Empire

This paper investigates the concept of ‘royal cosmopolitanism’ and its applicability to German colonial affairs during the reign of Kaiser Wilhelm II. It offers brief case studies drawn from Europe, Africa, Asia and the Pacific to offer the contours of a global history of the German Empire that highlights the position of Kaiser Wilhelm II vis a vis the monarchs of the global south. By examining the role and limitations of monarchs in colonial affairs, this paper posits that an increasingly anachronistic form of royal diplomacy was actively maintained by Imperial Germany as a pragmatic strategy in foreign and colonial policy, notwithstanding Germany’s underlying complexion as a parliamentary, industrial, and global trading power that had largely outgrown the strictures of an earlier absolutism.
