Wargaming and simulation against the backdrop of the ‘turning point’ in German security policy
During the Kiel Week (22 June - 30 June 2024), students of political science at Kiel University once again had the opportunity to attend a university seminar offered by Dr. Stefan Hansen (Managing Director ISPK). The seminar with excursions took place under the title ‘Wargaming and Simulation in Security Policy’ as an advanced seminar on the course topic ‘Wargaming and Simulation against the Background of the “Turning Point” in German Security Policy’ from 24 to 26 June 2024 in Kiel. In cooperation with the European Centre of Excellence for Combating Hybrid Threats, Hybrid CoE, the excursion part started on Monday, 24 June 2024 with a strategy game to counter hybrid threats. This part of the programme took place directly at the Institute for Security Policy Kiel (ISPK). As part of ‘Camp Marine’, the participants visited the naval base in Kiel. At five different stations, they were given an introduction to the navy's areas of responsibility (seafaring, technology, training, combat and rescue). On Wednesday, the course participants were given the opportunity to go on board and sail together with the minehunter BAD BEVENSEN and its crew. During the trip, the participants were first given a tour of the boat and an introduction to its specific tasks. After an introduction by Dr. Josie-Marie Perkuhn on the classification of the China-Taiwan conflict with a view to its history and current explosiveness, the competent game director introduced the wargame ‘Next war. Taiwan’. The wargame from 2014 is designed as a tactical simulation game to depict the complexity of strategic decisions according to material possibilities.
Dr. Perkuhn issued a two-stage questionnaire to the course participants in order to evaluate the implementation from an academic perspective for security policy education. The first part was handed out on Monday 24 June 2024 to assess prior knowledge and expectations. The second part was handed out directly after the event on 26 June 2024 and aims to evaluate the strategy game for practical learning and knowledge gain through simulation games. The survey was conducted anonymously and with the consent of the participants. A total of 18 questionnaire sets were issued, of which between 11 were partially completed and 9 were fully completed. The evaluation results are being prepared for a book contribution and are to be processed for a module description.
